The Department of Agriculture has been criticised over the administration of six harbours including Rossaveal.
The Dail Public Accounts Committee heard the accounts for the harbours for 2007 did not issue until December 2011.
The department took over reponsibility for six harbours in 2008.
As well as delays in the completion of 2007 accounts, the Irish Independent also reports that there were delays in the preparation of accounts for 2008 and 2011.
The department was quizzed on areas including incomplete records, underbilling and arrears.
The committee heard that a carpark in Rossaveal was expected to generate 580 thousand euro annually.
However it recorded a net income of 11 thousand euro due to a rival carpark in the area.
The department’s secretary general Tom Moran said his officials are working hard to sort out a range of legacy issues.
