Council’s sound of silence ban on late-night buskers
Date Published: 31-Mar-2011
BY CIARAN TIERNEY
Late night busking looks set to become a thing of the past on the streets of Galway if the City Council implements new bye-laws to ban street performances during certain hours.
Under the proposed bye-laws, street performances of any kind will be banned between the hours of midnight and 9am from March to October and between 11pm and 9am during the remaining four months of the year.
A senior Council spokesman said that the aim of the proposed bye-laws was not for the local authority to act as ‘killjoys’ to prevent artists performing on the streets of the city, but rather to allow city centre residents to sleep during certain hours.
“Concerns have been expressed by city centre residents about late-night noise and these bye-laws would provide for periods when street performances are not allowed,” said Director of Services Kevin Swift yesterday.
“This initiative has come from our Environmental Special Policy Committee, in response from residents who have asked whether it is reasonable for people to bang on bongos at 2 or 3 o’clock in the morning. “It will not be a blanket ban on street performance, but a restriction between certain hours.”
Mr Swift said that, without such regulations, Gardaí currently had no power to move on buskers who were causing a nuisance to local residents in the early hours.
Representations or submissions will be considered by the Council before the final bye-laws are brought into effect later in the year.
